Training Course on „Regional Cooperation and Regional Port Development"

Against the background of China-ASEAN Free Trade Agreement the GTZ continues to support the regional cooperation and integration in the Pan-Beibu Gulf region. Training course held in Nanning from January 18-22, 2010 brought Chinese practitioners and international experts together to develop local capacities in theory and practice of regional cooperation and regional port development.

With the China-ASEAN Free Trade Area becoming operating on January 1st 2010, China-ASEAN relations entered new stage. The regional economic cooperation in the Pan-Beibu Gulf (also known as Gulf of Tonkin) which is neighbored by China and the ASEAN-members Brunei-Darussalam, Malaysia, the Philippines, Singapore and Vietnam is one of the core pillars of the new cooperation mechanism. The Guangxi province and especially the Beibu Gulf region constitute not only “China’s Gate” to ASEAN but also the main platform for the China-ASEAN cooperation.

In order to support the regional cooperation and integration process, GTZ in cooperation with the Department of Commerce of Guangxi province from January 18 -22, 2010 organized a training course on “Regional Cooperation and Regional Port Development in the Pan-Beibu Gulf Area” in the provincial capital Nanning for 30 participants from government agencies and state enterprises involved in regional cooperation and port administration issues. The aim of the training course was to should familiarize the participants with the new government strategy regarding the development and role of the Beibu Gulf region in the context of CAFTA, promotion of regional cooperation and integration, port development practices and policies in the EU and the ASEAN as well as with the theoretical and practical foundations of port development.

The GTZ invited international and Chinese leading experts to give lectures on the above topics. Mr. Cuong Minh Nguyen, a leading regional cooperation expert with the Asian Development Bank in Manila and Prof. Gu Xiaosong, Vice-President of the Guangxi Academy of Social Sciences gave the participants a profound overview on theory and practice of regional cooperation and integration covering both international experience and Chinese practice. Mr. Sun Xinliang, an expert with the Chinese Ministry of Commerce, introduced to the participants the newest policies by the Chinese government for promotion of China-ASEAN integration. Prof. Hans-Dietrich Haasis, chairman of the Institute of Shipping Economics and Logistics in Bremen and Dr. Khalid Bichou from Imperial College London elaborated with the participants how German and European best practice in development of logistics clusters and port cooperation could be applied in the Pan-Beibu Gulf region.

The training course organized by GTZ was a full success. In the final discussion and evaluation session, participants as well as the experts expressed their hopes that the cooperation between the Pan-Beibu Gulf region and Germany will be further intensified in the future so to fully make use of German and European experience and to commonly promote not only the cooperation between China and ASEAN but also between the two and Germany.
