The cooperation programme Economic and Structural Reform (ESRP) was established in 2004 with the primary focus on institutional reform and capacity development, integrating three main TC projects: Cooperation with the National Development and Reform Commission (NDRC), Cooperation with Research Office of the State Council (SRO), and Cooperation with China (Hainan) Institute for Reform and Development (CIRD). In October, 2005, the cooperation programme was expanded to include the project "Training for Administrative Authorities". As of 2008, the programme was restructured to comprise five focus areas, focusing on topics belonging to the thematic corridor of economic, social and structural reforms. New focus areas ‘Development of Distribution Systems in Rural Areas’ and ‘Sustainable Regional Development’ were integrated and cooperation with NDRC, SRO, and CIRD is continued within focus areas 1-3. The project “Training for Administrative Authorities” was extended until the end of 2009. Associated with ESRP is the Sino-German Cooperation Project on Leadership Training on Environmental and Climate Issues. Started in 2009, the project is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) under the framework of the Ministry’s International Climate Protection Initiative (IKI). It is scheduled to run until October 2011 and cooperates with the China Training Center for Senior Personnel Management Officials (CTC), the Chinese Academy of Governance (CAG) and the NDRC Training Centre.
Aiming to increase its overall impact and to ensure the efficiency of its management, the programme is committed to enhancing the interaction between the focus areas. ESRP and each of its partners should highly benefit from the synergies produced by connecting topics and instruments, joint events, sharing resources, and the exchange of information and expert knowledge on economic policy issues.
Macroeconomic Policy and Structural Reform
Building upon the experience gained during the cooperation between GTZ and NDRC, responsible for drafting policy recommendations for the Chinese government concerning major economic reform topics, ESRP continues to focus on macro-economic policy advice, in order to support NDRC in the formulation of development and reform strategies that increasingly take into account issues of social cohesion and provision of international agreements.
Decision-Making Documents on Economic and Social Policy
ESRP continues research work carried out on economic and social policy issues jointly with the executive agency SRO and supports SRO to deliver policy recommendations to the State Council, which lead to the improvement of the socialist market economic system, the creation of sound institutional mechanisms and the achievement of scientific, harmonious, and peaceful development.
Research on Economic, Social and Administrative Reform
Designed to become the scientific pillar of the overall programme, this focus area responds to the need for scientific in-depth study regarding the work of the other focus areas. ESRP cooperates with CDRF, CASS as well as CIRD and other research institutes to research specific topics, conduct background analysis, case studies, seminars, workshops, and expert hearings, invite international visiting scholars and experts, organise international symposia, dialogues, and publish the research findings.
Development of Distribution Systems in Rural Areas
Despite rapid economic growth, the PRC remains a developing country, with growing disparities - regionally but also between urban and rural areas. ESRP cooperates with The Department of Market Systems Development (MOFCOM) to further develop a legal and economic policy framework for distribution systems in rural areas. Hebei province serves a pilot project with regard to the development of cooperatives and rural markets whereas pilot activities in upgrading the value chain of agricultural products are conducted in Anhui province.
Sustainable Regional Development
Closely tied to objective of the 11th Five Year Plan to promote a balanced and sustainable regional development in China, ESRP cooperates with respective key institutions responsible for the implementation of and consultation on regional development policies to consolidate a comprehensive sustainable regional development strategy in order to build economic, social and environmental cohesion.
Training for Administrative Authorities (CTC)
ESRP contributes to China’s economic and administrative reform processes and the development of a modern, efficient, and transparent administration in the PRC by consulting the highest level training facility of the party, the China Training Center for Senior Personnel Management Officials (CTCSPMO), to improve the competencies of Chinese policy makers who are responsible for the national human resources and leadership development.
Leadership Training on Environmental and Climate Issues
Associated with ESRP is the Sino-German Cooperation Project on Leadership Training on Environmental and Climate Issues. The project is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) under the framework of the Ministry’s International Climate Protection Initiative (IKI). It cooperates with the China Training Center for Senior Personnel Management Officials (CTC), the Chinese Academy of Governance (CAG) and the NDRC Training Centre.
