Sino German Economic and Structural Reform Programme

Partners

The Economic and Structural Reform Programme (ESRP) cooperates with partners on the national, regional, and local levels. Having started in 2004, the programme mainly focused on institutions and capacity development. The cooperation with institutions of upmost importance for China’s economic policy reform continues. OLGFE, NDRC and SRO remain invaluable partners. As of 2008, the programme’s primary focus is on topics belonging to the thematic corridor of economic, social and structural reforms. As for programme activities in China’s regional development, cooperations with DWRD (Department of Western Region Development at NDRC), DRNEC (Department of Revitalizing Northeast China), and the Department of Regional Economy at NDRC were established. Furthermore, close cooperation exisits with the Department of Commerce of Anhui Province regarding SME policies. Additionally, new partners such as the Department of Market Systems Development of the Ministry of Commerce (MOFCOM) and the Department of Commerce (DOFCOM) of Hebei Province were integrated into the programme. Recently, ESRP has been cooperating with three partners engaging in leadership training: the Chinese Academy of Governance (CAG), the China Training Center for Senior Personnel Management Officials (CTC) and the NDRC Training Centre. With regard to economic research institutions, ESRP cooperates with the best research institutions available.

NDRC

The National Development and Reform Commission (NDRC) is a macroeconomic management agency under the State Council. GTZ in China works together with the Department of National Economy and the Department of Economic System Reform, providing professional advice on the development and implementation of economic, social, and structural reform strategies.

SRO

The State Research Office (SRO) is one of the most influential offices of the State Council. It is responsible for the submission of statements on relevant research results as a basis for Chinese political decision-making on the highest level. GTZ initiates high-ranking policy dialogues with Chinese, German, and European experts on economic and social issues.

CIRD

The China Institute for Reform and Development (CIRD) is an independent, network-based, and internationally recognized institute, that conducts research on reform policy and transitional economies while providing training, consulting and conferencing services. CIRD has been a strategic partner of GTZ for over a decade.

CTC

The China Training Center for Senior Personnel Management Officials (CTC) - the highest level training facility of the party - is directly involved in improving the performance, efficiency, and quality of the government’s managerial staff and public servants. ESRP organizes personnel policy dialogues, workshops, seminars, and training courses. ESRP and CTC also cooperate in a leadership training project, focussing on issues of environmental protection and climate change.

MOFCOM

The Ministry of Commerce (MOFCOM) has a broad mandate of assignments entrusted by the State Council, reaching from the formulation of development strategies, guidelines, and policies for domestic and foreign trade, and international economic cooperation, to drafting laws and regulations governing domestic and foreign trade, economic cooperation, and foreign investment. GTZ in China cooperates with The Department of Market Systems Development to further the development of a legal and economic policy framework for distribution systems in rural areas.

OLGFE

The Office of the Leading Group on Finance and Economic Affairs  (OLGFE) is the main partner in focus area 5 ‘Sustainable Development’. The Central Leading Group on Finance and Economic Affairs is the highest level decision maker in the country with regards to financial and economic policy issues. The Office of the Central Leading Group manages the day-to-day business of the Central Leading Group and directly advises the president of the CPC and other members of the Central Leading Group.

CAG

The Chinese Academy of Governance (CAG) is an institution under the State Council. It is the prime institution for training middle- and high-ranking government officials. Through its 47 branch schools it reaches out to about 100.000 persons. The CAG is headed by Ma Kai, member of the CCP's Central Committee and the State Council. ESRP cooperates with CAG in the leadership training proejct on environmental protection and climate change issues.
